People conflate three different requirements: data must not leave a region, data must not be processed by a company subject to a particular jurisdiction, and data must not be used for training. These have different solutions and only one of them is fixed by a regional endpoint.
Check whether the model you want is now available somewhere compliant
The genuinely new thing is a third-party open model hosted by someone other than its creator. If you previously ruled out a model on hosting grounds rather than capability grounds, that decision may be stale.

A committed uptime SLA in public preview is a different thing from a contractual production guarantee. Worth reading the specific numbers before it appears in an architecture diagram.

Decoupling the two turns a hard constraint into a procurement question. The compute announcement is a much longer-dated signal and should be read as one — 1 GW by 2030 is a statement of intent, not a capability you can build on this quarter.
